Shelter (1990)

The plot takes place in Boston in 1954. The main character, Teddy Daniels, a federal marshal, goes to Shatter Island, where there is a psychiatric shelter for severe criminal patients. His task is to investigate the disappearance of patient Rachel Solander, whose murder was allegedly committed by her capable rapist, Andrew Laedis.

However, as Teddy begins to investigate, he discovers that the orphanage is hiding many scary secrets and dark practices. He faces resistance from shelter staff, including the enigmatic Dr. Cole, and begins to question his own sanity when he begins to dream eerie and picturesque visions.

Gradually, Teddy reveals the shocking truth about the orphanage's past and its terrifying experiments on patients. His own past and traumas begin to return, tearing his soul apart and making him question the reality of what is happening.
