Theodor was born on May 2, 1860 in Budapest, in the then Austro-Hungarian Empire. His family was educated and cultured, and young Theodore received an excellent education. He later studied at universities in Vienna and Basel, where he studied law and journalism.

The ideas of Zionism, which sought to create a Jewish national home in the land of Israel, strongly influenced Theodore. In 1897, he organized the First All-Zionist Congress in Basel, at which the Jewish State League (Der Zion) was created, and was elected its chairman.
