Samuel was born on February 23, 1633 in London, in the family of a telegraph operator. His parents were well-off but not rich, and Samuel was their speck. He received a good education, starting his grammar school studies at Grammar School in Grammaton and then going to Cambridge University.

Returning to London after his studies, he began his career in maritime administration. He soon became assistant general secretary of the Admiralty, and later took up the post himself. This is the beginning of his successful career in public service.

One of the best known aspects of Samuel's life is his diary, which he kept from 1660 to 1669.
