Otsuka was born on April 14, 1954 in the small town of Kamitsutsuki, Tsukuba Prefecture, Japan. His childhood was spent surrounded by science fiction and horror films, which greatly influenced his artistic vision. Already at a young age, he began to draw and be interested in the world of comics.
